The TACTIC project (Through Academic Cooperation Towards Innovative Capacity) is focused on the training and building up the capacity of management and governance in order to improve the higher education sector in Mongolia, Vietnam and Cambodia so that it can face the new challenges brought about by globalization and the knowledge society and also improve the services and procedures in line with the high EU standards.
The general objective of this project is to contribute to the modernization and reform of the management system within HEIs in three Asian countries and to strengthen the competencies of top and middle managers of these institutions. More specifically, the project aims at introducing Information Management Systems (IMS), upskilling human resource (HR) and financial management staff and facilitating administration and student enrolment processes. Likewise, the project aims to introduce Change management and to establish adviser offices as an approach to change management through a strategy that addresses the unique challenges of each particular institution. Moreover, the aim is not only to increase higher education quality and accountability, but also to close the gap with developed and emerging countries. One of the main outcomes of the project is to map the best practices of the European HEIs and to prepare recommendations and guidelines for all Higher Education Institutions in Mongolia, Vietnam and Cambodia.
The TACTIC project methodology is then based on collaborative working environment between partners and aims to provide guidance on how to approach the problems in order to consistently deliver successful results. For this purpose, regular meetings and trainings will take place throughout the course of this project.

Dr. R. Bat-Erdene, rector of the National University of Mongolia gave a welcoming speech and introduced the university to the attendees of the meeting followed by representative of Czech Embassy in Ulaanbaatar.
On the first day all the participants had a chance to get to know about each other and coordinator university presented about TACTIC project , project website, general management of the project.
On the second day coordinator university clearly explained about work packages and timeline of the project as well as budgets and financial management followed by question and answer session.
Friday was a cultural day for participants of a meeting including the programs of visiting to Gobi cashmere factory, visit to Buddhist temple and last emperor museum.
 
Masaryk University (MU) -Czech Republic
 
(MU) is the second oldest (founded in 1919) and the second largest (44 371 students) university in the Czech Republic.A research-oriented institution, it covers a broad scope of disciplines ranging from medicine and the sciences (including information science) through sports studies, the social sciences and economics, to law and the humanities. MU is involved in all the European exchange programmes (including Erasmus as the major form of mobility), as well as exchange programmes with the Americas, Asia and Australia. Each semester we receive around 1188 international students through the different exchange programmes and we send out around 985 students.
 
National University of Mongolia (NUM) – Mongolia
NUM-established in 1942,is the first and only comprehensive university in Mongolia.It is located in Ulaanbaatar, the capital and largest city of Mongolia, home to almost 45% of the country’s population. More than 70000 people have graduated from this institution, while more than 24500 students are attending this university. Following a recent reorganization, the NUM is composed by 5 schools ( School of Arts and Sciences, School of Applied Sciences and Engineering, Business School, School of Law and the School of International relations and Business Administration). The NUM cooperates with more than 242 international institutions, mostly in the Asia and Pacific region, North America and Europe, and has proven its experience in different Erasmus Mundus programs. For the future, this institutions aims to keep improving its academic quality and meet international standards while increasing social responsibility, strengthen the research facilities and expanding professional collaborations.

University of the Humanities – Mongolia
University of the Humanities was established as the Russian language pedagogical Institute in1979. It was renamed as the Institute of Foreign languages offering teaching and translation programs in English, German, French, Russian, Chinese, Japanese and Korean languages in 1990. It was expanded into the University of the Humanities offering new courses in the fields of Business management, information technology and humanities in 1999. University of the Humanities has School of languages and cultures, School of Business, School of information and communication management and School of international relations and social sciences.
 
University of Battambang (UBB)- Cambodia
University of Battambang is a public university where located in the northwestern part of Cambodia, approximately 291 Km from Phnom Penh, the capital of Cambodia. It has initially established in 1968 namely as the Royal University of Battambang (RUBB), and closed in 1970 because of civil war. However, it has re-opened and re-named as the University of Battabang (UBB) in 2007 under the supervision of the Ministry of Education, Youth, and Sport. Presently, UBB has five faculties and one institute including Faculty of Business Administration and Tourism, Faculty of Agriculture and Food Processing, Faculty of Science and Engineering, Faculty of Sociology and Community Development, Faculty of Art, Humanity, and Education,
and Institute of Foreign Languages. It has a total of undergraduate and postgraduate enrollments of 4,000, and the university has a total of 200 full-time and part-time faculty members and support staff. Samdach Kralahom Sar Keng, Deputy-Prime Minister and Minister of Interior is a founder of the University of Battambang. In addition, he is a chairperson of the university board of trustees.
 
Tallinn University of Technology-Estonia
Founded in 1918, Tallinn University of Technology, TUT, is the only university of technology in Estonia, providing engineering higher education. It is also the main research centre of technical, social and economic sciences in Estonia.
Participation in the EU and other international and research projects in the 6th and 7th Framework, TEMPUS, Lifelong learning, ERASMUS, NORDPLUS and VISBY has grown into multilateral joint agreements with universities in many European countries, USA and Asia.
Innovation and technology policy are an important constituent part of contemporary education in the above areas. TUT has about 50 bilateral cooperation agreements with foreign universities. With total 13 000 students (60% bachelor, 35% master and 5% doctoral, 1400 international) and 2200 employees (10% academic staff, 10% foreign origin), TUT offers degree study programme on bachelor, master and doctorate levels. Vocational training has essentially contributed to the overall development of Estonian society.
 

Brno University of Technology- Czech Republic
Brno University of Technology belongs to one of Europe’s elite technical and research universities with a distinguished tradition of more than 115 years. Brno University of Technology is located in the second biggest city of the Czech Republic in Brno. BUT belongs to the best universities in the world for several years according to the Quacquarelli Symonds Limited (QS) prestigious world university rankings. BUT offers 8 faculties and 3 university institutes: Faculty of Architecture, Faculty of Electrical Engineering and Communication, Faculty of Chemistry, Faculty of Information Technology, Faculty of Business and Management, Faculty of Civil Engineering, Faculty of Mechanical Engineering, Faculty of Fine Arts, Institute of Forensic Engineering, Centre of Sport Activities and Central European Institute of Technology. Brno University of Technology has 136 professors, 1130 lectures and researches and 22 000 students, of them 3 840 international students and 2 070 doctorate students.
 

Meanchey University – Cambodia
MCU is a state University which established in 2008 with five faculties includes Agriculture and food processing, Community development, Art and languages, Science and technology, and Business management; seven offices include admin, account, academic, research and development, international relation, internal quality assurance and student affair; two centers include information technology center and sport center, and library. The whole university consists of 96 compulsory staffs recruiting by the ministry of education in which one rector, four vice rectors, five deans and 10 vice deans, and eleven head offices, 60 lecturers and 20 staffs. The compulsory staffs will increase from year to year. At this time the number of students is about 800 with 300 students are from faculty of agriculture and food processing; 50 students from
community development; 50 students form science and technology, 200 students from business management, and 200 students from faculty of art and languages.
 
Hanoi University of Science and Technology- Vietnam
 
Hanoi University of Science and Technology founded 1956, is the first and largest technical university in Vietnam. After the communists took control of Hanoi in 1954 after the victory at the Battle of Dien Bien Phu, the Soviet Union decided to help North Vietnam to build up a new technical university as a frame for university education in Vietnam. Hanoi University of Science and Technology is a multidisciplinary technical university. It always ranks first in technology training universities in Vietnam. Currently, the number of students is about 40,000. To further promote scientific research and training activities besides technology transfer to develop the university as a research focused university, since May 2010 the university’s name in English had been changed to Hanoi University of Science and Technology (abbreviated HUST). HUST has one of the largest and most treed campus on Vietnam, just in the south center of Hanoi, looks out onto the Park of Reunification. HUST’s campus area is about 20 tens thousand m² with 200 amphitheatres, teaching rooms, halls and conference chambers. It also owns about 200 laboratories among which 8 national key laboratories and 20 practical workshops. HUST has a large of complex for physical education and sport activities including a standard stadium, an Olympic size swimming pool, tennis courts, and international standard sporting event hall (where the South East Asia Student Sports Festival is organized in 2006). HUST has 15 Schools and Faculties, 26 Institutes and Research Centers.
 
Ho Chi Minh City University of Technology-Vietnam
Ho Chi Minh City University of Technology (HCMUT) established in 1957 is as one of the leading universities of technology in Vietnam. Prior to the country re-unification in 1975, the University was the only institution to train engineers in Southern Vietnam. Up to present, HCMUT has remained as the largest, the most prestigious and oldest engineering university in Southern Vietnam. Through technical and research projects, HCMUT has been recognized as the excellent center in the field of higher education, scientific research and technology transfer in Vietnam, contributing to the country’s development by providing high-qualified human resources in the field of engineering. Aiming to achieve world-class standard in engineering education, HCMUT envisions becoming the leading research-based university in Vietnam, being one of the highly-qualified universities in Asia in terms of working, researching and learning environment; training quality and relevant curriculum; scientific research & technology transfer as well as international cooperation.
 
University of Perpignan- France
 
The first university of Perpignan was established in 1349 by King Peter IV of Aragon. But the university of Perpignan was closed for two century between 1794 and 1971. A new University Center was established in Perpignan and in 1979 the University became autonomous financially, administratively and educationally. The University of Perpignan offers a Master of Management and Economy specialized in Luxury Goods and Fashion Industries with Mod’Art International based in Paris. The course is designed to enable students to excel in luxury brand management. During the course of its history, the University of Perpignan has continued to evolve in order to cater to the needs of a society in constant flux. UPVD has a policy of enabling and actively encouraging mobility among both students and staff, as well as hosting students and staff from other institutions. This has invested its courses with an international dimension and widened its research initiatives:it is now heavily involved in European programs and integrated projects and has a high profile across various word-class networks. UPVD
hosts 9500 students of 120 nationalities and offers 130 courses in 4 Major areas of Research and Learning: Science, Technology and Health; Law , Economics and Management; Human and Social sciences; Arts, Literature and Languages.
 
 
European Association of Institutions in Higher Education- EURASHE
 
EURASHE is the European Association of Institutions in Higher Education that offer professionally-orientated programmes and are engaged in applied and profession-related research. Members of EURASHE are national associations of higher education institutions and individual institutions, such as universities, (university) colleges and universities of applied sciences, as well as organisations active in the field of higher education. EURASHE’s mission is to represent the views of professionally-orientated institutions and programmes in the higher education systems in countries of the European Higher Education Area, either in binary higher education systems or in unitary ‘university’ systems. Its aim is to promote the interests of professional higher education and to contribute to the progressive development of the European Higher Education and Research Area. EURASHE focuses primarily on policy development and on higher education projects and research with emphasis on its professionally-orientated segments. Furthermore, it organises annual conferences, thematic seminars and tailor-made events for its members.

Mongolia
Mongolia is a landlocked country in east-central Asia. It is bordered by Russia to the north and China to the south, east and west. While they do not share a border, Mongolia is separated from Kazakhstan by only 36.76 kilometres. At 1,564,116 square kilometres (603,909 sq mi), Mongolia is the 19th largest and one of the most sparsely populated independent countries in the world, with a population of around 3 million people. Approximately 30% of the population are nomadic or semi-nomadic; horse culture is still integral. The majority of its population are Buddhists. Mongolia conducted its own peaceful democratic revolution in early 1990. This led to a multi- party system, a new constitution of 1992, and transition to a market economy. Mongolia’s political system is a parliamentary republic.
Economic activity in Mongolia has traditionally been based on herding and agriculture, although development of extensive mineral deposits of copper, coal, molybdenum, tin, tungsten, and gold have emerged as a driver of industrial production.

Ulaanbaatar
Ulaanbaatar (“Red Hero”), the capital and largest city and its population as of 2014 was over 1.3 million. Located in north central Mongolia, the city lies at an elevation of about 1,310 metres (4,300 ft) in a valley on the Tuul River. It is the cultural, industrial, and financial heart of the country. It is the center of Mongolia’s road network, and is connected by rail to both the Trans- Siberian Railway in Russia and the Chinese Railway system. The city was founded in 1639 as a movable (nomadic) Buddhis monastic center. In 1778, it settled permanently at its present location, the junction of the Tuul and Selbe rivers. Ulaanbaatar is located at about 1,350 metres (4,430 ft) above mean sea level. The city features brief, warm summers and long, bitterly cold and dry winters.
Mainstream tourist guide books usually recommend the Gandan monastery with the large Janraisig statue, the socialist monument complex at Zaisan with its great view over the city, the Bogd Khan’s winter palace, Sukhbaatar square and the nearby Choijin Lama monastery. Additionally, Ulaanbaatar houses numerous museums, two of the most well-known being the Museum of National History and the Museum of Natural History. Popular destinations for day trips are the Terelj national park, the Manzushir monastery ruins on the southern flank of Bogd Khan Uul, and a large equestrian statue of Genghis Khan erected in 2006.
